Bolts that are designed to be countersunk, such as elevator bolts, are measured from the top of the head to the tip. Bolts designed to have the head sit on top of the surface, such as carriage bolts, are measured from beneath the head to the tip. The length of a shoulder bolt indicates the length of the shoulder.
